The Colorado Office of School Safety (OSS) has reached a defining milestone in its mission to protect students and educators across the state. With the release of the 2025 reporting suite, the OSS documents its successful impact as a fully operational cornerstone of Colorado’s public safety infrastructure.
As we reflect on 2025, it is clear that the transition from policy to practice is driving meaningful change in every corner of our state.
A Year of Transformation
In 2025, the OSS achieved its goal of becoming a fully staffed and functional agency, which allowed for the immediate transformation of safety policy into statewide action. This operational maturity has enabled the office to meet an all-time high in demand for specialized expertise.
Key highlights from the report regarding the growth of the office include:
Operational Maturity: 2025 was the first year all three units within the OSS were fully staffed.
Statewide Integration: The office successfully transitioned from a conceptual framework to a vital, active part of the state's safety infrastructure.
Geographic Equity: Dedicated Regional Training Centers (RTCs) now live and work within the Northwest, Northeast, Metro, Southwest, South Central, and Southeast regions.
Comprehensive Reach: Direct services were provided to 211 organizations, including schools, BOCES, and universities across all four corners of Colorado.
Strategic Leadership and Future Roadmap
Beyond daily operations, the OSS is leading the way in establishing long-term safety standards. The report outlines several strategic successes that position Colorado as a national leader in school safety:
Evidence-Based Protocols: Through a $1.1M grant, the OSS is moving the Colorado Threat Assessment and Management Protocol (CTAMP) toward becoming one of only two evidence-based protocols in the nation.
The Educator Safety Roadmap: Mandated by HB24-1320, the OSS facilitated the Educator Safety Task Force to identify root causes of student aggression and systemic needs.
Centralized Resources: The launch of the State Partner Resource Guide centralizes safety tools from multiple state agencies into one accessible location.
